​​WECC-0147 : BAL-004-WECC-3, ATEC Five-year Review with Focus on Requirement R1

This project will complete a five-year review of BAL-004-WECC-3, ATEC. This early review is triggered by a request to remediate Requirement R1. R1 establishes limits on Accumulated Primary Inadvertent Interchange (PIIACCUM) based on a value determined from the “previous calendar year.” In circumstances such as the creation of a new Balancing Authority (BA) or the shutdown of an existing BA, these values may not be available. This project will also review the document to determine whether all or part should be: 1) retired and/or handed off to the North American Energy Standards Board for memorialization as a business practice, and 2) whether the content is best relocated to become a WECC Regional Variance attached to an existing NERC Standard.
