
About Committees
Many of our work products are developed in coordination with external subject matter experts and other interested parties. These stakeholders participate in our processes through committees focused on topics that impact reliability in the Western Interconnection. Many of these committees report to our Board of Directors.
Committee Hierarchy

Board of Directors | BOD | WECC is governed by a nine-member, independent Board of Directors and the chief executive officer. The nine Directors are independent of any registered entity in the Western Interconnection, either by employment or affiliation. The WECC Board is elected by the WECC membership and the Directors are compensated for their time. |

Finance and Audit Committee | FAC | The purpose of the FAC is to assist the Board in the discharge of its responsibility to monitor the component parts of the audit process and the integrity of WECC's financial reporting. |
Reliability Assessment Committee | RAC | The RAC provides coordinated reliability assessments of the Bulk Power System and provides related advice and recommendations. |
MAC Budget Subcommittee | MBS | The MAC Budget Subcommittee reviews the Business Plan and Budget each year. It actively seeks input from the MAC and membership, and provides feedback to the Finance and Audit Committee. |
Reliability Risk Committee | RRC | The RRC identifies and addresses known and emerging risks to the reliability and security of the Western Interconnection. |
Interchange Scheduling and Energy Accounting Subcommittee | ISEAS | The ISEAS develops scheduling, tagging, and accounting practices and procedures among participants in the Western Interconnection. A former group, the After-the-Fact Work Group (ATFWG), was merged into the ISEAS and continues to identify After-the-Fact (ATF) energy accounting issues that arise among participants. |
Nominating Committee | NC | A Nominating Committee is responsible for developing a list of candidate pools for nomination, and to make a recommendation for a level of director compensation for Member Advisory Committee approval. A Nominating Committee is formed each year at least 180 days prior to the WECC Annual Meeting and will function until a replacement Nominating Committee is formed or after 12 months, whichever is sooner. A Nominating Committee consists of seven members, three of which are Directors not standing for re-election and the remaining four are members designated by the Member Advisory Committee. |
Governance Committee | GC | The purpose of the GC is to help the Board of Directors be highly effective and the entire organization to be well organized. |
Human Resources and Compensation Committee | HRCC | The HRCC is responsible for all matters of human resources and compensation. |
Member Advisory Committee | MAC | The MAC advises the Board on any matters the Board requests the committee to evaluate or consider and on matters as the committee deems appropriate. |
WREGIS Committee | WREGIS | The WC advises, guides, and gives feedback to WECC management on issues of interest to WREGIS stakeholders. The WC shares decision-making responsibility with WECC management for proposed substantive changes in fee schedules, the Terms of Use, and the Operating Rules of the WREGIS program. The WC works with WECC management and seeks consensus on issues like WREGIS operations, policies, and operational changes that are in the best interests of the WREGIS stakeholders and WECC. |

Remedial Action Scheme Review Subcommittee | RASRS | The purpose of the RASRS is to assist the RCs in their review of planned, modified, and retiring Remedial Action Schemes consistent with PRC-012-2 or its successor. |
Oscillations Analysis Work Group | OAWG | The purpose of the OAWG is to analyze system oscillations and significant frequency deviations within the Western Interconnection to develop technical guidelines and real-time monitoring tools, and recommend best practices. |
Data Exchange Energy Management System Forum | DEEMSF | The purpose of the DEEMSF is to support the reliability data needs of WECC members, and coordinate modeling activities and provide technical input on the implementation of reliability proposals and standards. |
Cybersecurity Forum | CSF | The purpose of the CSF is to promote advanced cybersecurity designs and related best practices. |
Telecommunications Subcommittee | TCOMS | The purpose of the TCOMS is to recommend and monitor the planning, design, operation, maintenance, and documentation of telecommunication circuits, networks, and systems that are essential to the reliable operation of the Western Interconnection. |
Energy Storage Forum | ESF | The purpose of the ESF is to discuss issues associated with the integration of energy storage devices, both stand-alone and coupled with other generating facilities, and to share lessons learned and best practices. |
Human Performance Forum | HPF | The purpose of the HPF is to discuss common vocabularies, tools, techniques, and training materials to assist Bulk Power System (BPS) operations and field personnel in the promotion and sustainability of human performance practices. |
Performance Subcommittee | PS | The purpose of the PS is to identify improvements to operations performance by analyzing operations data and determining trends and risks. |
Event and Performance Analysis Subcommittee | EPAS | The EPAS analyzes events and Western Interconnection-wide performance. The EPAS reviews events and develops and disseminates lessons learned to help mitigate the recurrence of similar events and, more importantly, minimize the exposure to larger-scale events. |
Generator Operator Forum | GOPF | The GOPF supports Generator Operators (GOP) within the Western Interconnection in their combined efforts related to generation operation and provides guidance and coordination with other WECC committees on topics involving GOPs. |
Physical Security Forum | PSF | The purpose of the PSF is to promote advanced physical security designs and related best practices. |
Protection and Control Subcommittee | PCS | The purpose of the PCS is to provide technical support to other WECC groups in the areas of system protection and Remedial Action Schemes relating to the operation of the Western Interconnection. |

WREGIS Stakeholder Advisory Committee | WREGIS SAC | The WREGIS SAC comprises industry and state/provincial participants who serve without compensation. The SAC functions as an autonomous advisory body to advise the WREGIS Administrator and the WREGIS Committee on the implementation and operation of the WREGIS program. The committee makes recommendations on WREGIS policy and procedures to the WREGIS Committee based upon a majority vote of the SAC members. The SAC is also responsible for electing new members to the WC as terms expire. Voting members of the SAC elect representatives from four distinct member groups to the WREGIS Committee. The SAC is an advisory body only and has no formal decision-making authority other than the election of representatives to the WREGIS Committee. |

Production Cost Data Subcommittee | PCDS | The PCDS develops and verifies Production Cost Model (PCM) data to be used to support reliability assessments, the Anchor Data Set (ADS) and other production cost models as needed by WECC stakeholders. |
Anchor Power Flow Task Force | APFTF | The purpose of the APFTF is to create and document reasonable assumptions for the Anchor Data Set (ADS) Reference Power Flow case to use in building the ADS production cost model (PCM). |
Long-Term Transmission Planning Task Force | LTPTF | The LTPTF makes recommendations to the RAC concerning aspects of long-term planning (20+ years). |
Modeling and Validation Subcommittee | MVS | The MVS reviews, recommends, develops, and validates system models used to support reliability assessments and other modeling tools that advance the mission of WECC. |
Studies Subcommittee | StS | The StS develops, reviews, and approves study programs for reliability assessments to address a variety of potential reliability risks. |
System Review Subcommittee | SRS | The SRS develops, implements, and monitors guidelines and policies for the development of interconnection-wide power flow and dynamics stability cases that support RAC’s reliability assessments and WECC members’ ability to meet requirements of NERC Standards. |
Underfrequency Load Shedding Work Group | UFLSWG | The UFLSWG biennially reviews the WECC Off-Nominal Frequency Load Shedding Plan (Plan) to help WECC Members meet their compliance obligation to evaluate the Plan’s consistency in accordance with NERC Reliability Standard PRC-006. |
