WECC-0156: VAR-001-5 Voltage and Reactive Control Modification to the WECC Regional Variance
On June 27th, 2024 FERC approved updates to NERC's registration criteria, specifically targeting the inclusion of owners and operators of Inverter-Based Resources (IBRs) connected to the Bulk Power System (BPS) but not currently considered part of the Bulk Electric System (BES). This change was mandated by the Federal Energy Regulatory Commission (FERC) to address potential reliability gaps related to IBRs. Certain language in the current VAR-001-5 WECC Regional Variance would exclude these newly registered generators. Additionally, some of the newly registered generators may not meet some of the existing language in the variance. This request will review and update ONLY the WECC Regional Variance and those sections of the document supporting the Regional Variance. This request is to revise the exclusionary language found in E.A.13 that would now create a gap with the new registration criteria and make any other revisions necessary to address the newly registered generators.
