About WECC

The Western Electricity Coordinating Council (WECC) promotes Bulk Electric System reliability in the West​ern Interconnection. WECC is the Regional Entity responsible for compliance monitoring and enforcement. In addition, WECC provides an environment for the development of Reliability Standards and the coordination of ​the operating and planning activities of its members as set forth in the WECC Bylaws.

WECC is geographically the largest and most diverse of the eight Regional Entities with delegated authority from the North American Electric Reliability Corporation (N​ERC) and Federal Energy Regulatory Commission (FERC). The WECC Region extends from Canada to Mexico and includes the provinces of Alberta and British Columbia, the northern portion of Baja California, Mexico, and all or portions of the 14 Western states between.

Membership in WECC is open to all entities who meet the qualifications in the WECC Bylaws. WECC strives for transparency and open participation in all of its meetings and processes.​

WECC is governed by a nine-member Independent Board of Directors and the Chief Executive Officer. The nine Directors are independent of any Registered Entity in the Western Interconnection either by employment or affiliation. The WECC Board is elected by the WECC membership and the Directors are compensated for their time.

WECC membership is open to any person or entity that has an interest in the reliable operation of the Bulk Electric System in the Western Interconnection. WECC membership is not a requirement for participation in the WECC Standards development process. WECC’s membership is divided into five member classes:

Class 1 – Large Transmission Owners

Class 2 – Small Transmission Owners

Class 3 – Transmission Dependent Energy Service Providers

Class 4 – End Users

Class 5 – Representatives of State and Provincial Governments

 

Gary Leidich

Chair

 

Gary Leidich served most recently as Executive Vice President of FirstEnergy Corporation and President of FirstEnergy Generation, where he was responsible for 26,000 MW of generation in four states and FirstEnergy’s retail operations. Previously, he was Senior Vice President of Operations, which included Transmission and Utility Operations and Dispatching. His 37 years of industry experience also included five years as Executive Vice President with the Institute of Nuclear Power Operations, where he led nuclear plant evaluations.

 

Kris Hafner

Vice-Chair

 

Kristine Hafner recently served on the California ISO’s Board of Governors. Following 15 years at IBM, she held senior-level positions in Information Technology at both the University of California system where she was Associate Vice President, Information Resources and Communications and Chief Information Officer; and Lawrence Berkeley National Laboratory as Information Technology Division Director and Chief Information Officer.

 

Richard Campbell

Director

 

Richard Campbell served for 5 years as the Director of the Utah Division of Public Utilities before becoming a Commissioner on the Utah Public Service Commission in 2001 where he served for 11 years. Currently, Ric is the Executive Director for the Utah Medical Education Council. A previous member of the WECC Board of Directors from 2006 to 2012, Ric has also been a member of the State Provincial Steering Committee, the Northern Tier Transmission Group Steering Committee, and on the National Association of Regulatory Utility Commissioners board of directors. Prior to Ric’s public service in state government, he worked for Shell Oil Company.

 

Mike Core

Director

 

Mike Core served for 12 years as President and CEO of Big Rivers Electric Corporation in Kentucky. He also served as Chair of East Central Area Reliability, a NERC Regional Entity. Mike has served on NERC committees, including the Stakeholder Committee, as well as serving in executive positions at Indiana and Ohio electric co-op organizations.

 

Shelley Longmuir

Director

 

Shelley Longmuir has served on the Board of the Midcontinent Independent System Operator (MISO) since 2006. She chairs MISO’s Human Resources Committee and is a member of its Corporate Governance and Strategic Planning Committees. Previously, Shelley worked with EnergyCollection, which advises industry on a variety of matters.

 

Joe A. McArthur

Director

 

Joe A. McArthur spent 38 years with Portland General Electric, where he had responsibilities for distribution, customer service, and transmission. He was responsible for labor relations and negotiations, NERC/FERC compliance, compliance audit processes, safety programs, succession planning, and management development. Joe contributed to the budget process and strategic planning, serving on the executive management team. He is currently Chair of Board for the Jackson Bottom Wetlands Preserve in Hillsboro, Oregon.

 

Ian McKay

Director

 

Ian McKay recently served as Executive Director, Electricity and Alternative Energy, with Alberta Energy. Prior to that he had executive positions with the City of Winnipeg and Manitoba Hydro, including experience in utility operations, planning, design, and administration. Ian previously served on the WECC Board as a Class 6 Member Director and represented Alberta on the Western Interstate Energy Board.

 

Armando Perez

Director

 

Armando Perez has worked as a Sacramento-based consultant, specializing in NERC compliance issues. Armando served as Vice President of Planning and Infrastructure Development at CAISO and Director of Grid Planning. He spent nearly 30 years at Southern California Edison working as Manager of Transmission Planning and Supervisor of Interconnection Planning and Operations Engineering.

 

Jim Robb

Chief Executive Officer

 

Jim Robb is responsible for strategic direction and oversight of all of WECC’s activities.  Jim joined WECC in 2014.  Jim has more than 25 years of experience in the electric power sector as an engineer, consultant, and senior executive. During his career, he led the West Coast Energy and Natural Resource Practice at McKinsey & Company, working closely with prominent electric power companies in California, Western Canada, the Pacific Northwest, and the Rocky Mountain States, as well as with some of the region’s largest energy consumers.

 

Richard Woodward

Director

 

Richard Woodward is a retired partner from Deloitte Consulting, where he worked with senior business executives. His professional experience includes investment banking, corporate finance, consulting in the energy industry, and higher education. As policy Vice President for the Canadian Association of Petroleum Producers, Richard negotiated a tariff arrangement for pipeline access among stakeholders.

Chief Executive Officer

 

Jim Robb, Chief Executive Officer, is responsible for strategic direction and oversight of all of WECC’s activities. Jim joined WECC in 2014.

Most recently, Jim was Senior Vice President, Strategic Planning and Environmental Affairs with Northeast Utilities in Hartford, Conn. There, he spearheaded the development of the landmark Northern Pass transmission project, which will add 1,200 MW of HVDC transfer capacity between Quebec and New England.

Jim has more than 25 years of experience in the electric power sector as an engineer, consultant, and senior executive. During his career, he led the West Coast Energy and Natural Resource Practice at McKinsey & Company, working closely with prominent electric power companies in California, Western Canada, the Pacific Northwest, and the Rocky Mountain States, as well as with some of the region’s largest energy consumers.

Jim has a Master of Business Administration from the Wharton School of Business at the University of Pennsylvania, Philadelphia, Penn.; and a Bachelor of Science in Chemical Engineering from Purdue University in Indiana—both degrees awarded with honors.​

Melanie Frye

Vice President of Reliability Planning and Performance Analysis

 

Melanie Frye, Vice President of Reliability Planning and Performance Analysis, is responsible for WECC’s technical and analysis functions, including events analysis, situational awareness, reliability planning and assessments, performance assessments, and standards development. This group collaborates closely with WECC’s member forum committees, including the Operations, Planning Coordination, Market Interface, and Transmission Expansion Planning Policy Committees. In addition, Melanie has lead WECC’s response to the September 8, 2011, Pacific Southwest power outage.

Previously, Melanie was WECC’s Vice President of Shared Services, overseeing Human Resources, Accounting and Finance, Information Technology, Project Management, and Administrative Services functions and staff. She joined WECC in 2007 as Director of Human Resources.

Prior to joining WECC, Melanie spent several years with PacifiCorp as a Senior Human Resources Consultant where she was responsible for providing advice and counsel to the leadership team of eight thermal and three natural gas power generation facilities in Utah and Wyoming. She provided support to over 2,500 union and non-union employees located across the company’s six-state service territory.

Before her tenure at PacifiCorp, Melanie was Director of Human Resources at Iomega Corporation, an international high-tech company.​

Melanie holds a Bachelor of Science in Business Administration from Weber State University in Ogden, Utah.​

David Godfrey

Vice President and Chief Administrative Officer

 

Dave Godfrey, Vice President and Chief Administrative Officer, is responsible for the Human Resources, Corporate Information Technology, Communications and Administrative functions along with the development of WECC’s strategic plan. In addition, he is responsible for the Western Renewable Energy Generation Information System (WREGIS), which is an independent, renewable energy tracking system for the region housed by WECC. WREGIS tracks renewable energy generation from units that register in the system using verifiable data, and it creates renewable energy certificates for this generation.

Previously, Dave served as WECC’s Vice President of Operations and Planning, and Director of Standards Development and Planning Services. Dave joined WECC in 2010 as Risk Manager.

Throughout his 30 years of experience in the energy industry, Dave has served in engineering, project management, risk and asset management, human resources and compliance roles. Before joining WECC, Dave was PacifiCorp Energy’s Director of Asset Management and Compliance, where he created strategic asset plans to align the Integrated Resource Plan to the operating plans for the individual units.

Dave holds a Bachelor of Science in Mechanical Engineering from Brigham Young University in Provo, Utah.​

Steve Goodwill

Vice President and General Counsel, Corporate Secretary

 

Steve joined the Western Electricity Coordinating Council (WECC) in July 2008 as Hearing Officer. In December 2008 he was promoted to Associate General Counsel and became WECC’s General Counsel and Corporate Secretary in May 2010.  In December 2010 Steve was promoted to Vice President and General Counsel. In this role he is responsible for strategizing, managing, directing and providing comprehensive, analytical, and responsive legal expertise to WECC.  He is also responsible for the preparation and maintenance of all corporate records, as well as supporting the WECC Board of Directors and Board committees.

Prior to joining WECC, Steve spent four years as the administrative law judge at the Public Service Commission of Utah.

He began his legal career with the United States Air Force in 1997, holding positions of increasing responsibility while on active duty at Air Force and North Atlantic Treaty Organization locations throughout the U.S and Europe.  As a member of the Air Force Reserve for the past ten years, he has advised senior military and civilian leaders while assigned as legal counsel to the Office of the Chairman of the Joint Chiefs of Staff; Headquarters, United States Air Force, and Air Force Space Command.  He is currently assigned as the Senior Individual Mobilization Assistant to the Staff Judge Advocate, United States Air Force Warfare Center, Nellis Air Force Base, Nevada.

Steve earned his JD from the University Of Utah College Of Law, Salt Lake City, Utah, and holds an MA in Political Science and a BS in Computer Engineering from Syracuse University, Syracuse, New York.​

Jillian Lessner

Director of Finance and Accounting

 

Jillian Lessner, Director of Finance and Accounting, is responsible for WECC’s accounting function, budgeting and financial reporting, and investment management. Jillian served as WECC’s Controller from 2008 through 2010 and rejoined WECC in 2012 to serve in her current role.

Prior to rejoining WECC in 2012, Jillian served as Corporate Technical Accounting Manager at Stanley Black and Decker in New Britain, Connecticut.

Jillian began her career in public accounting at a small local firm in New York City and obtained her Certified Public Accountant license in 1994. Jillian has over 20 years of experience in accounting and financial management. Earlier in her career she held accounting management positions at Duke Energy Trading and Marketing in Salt Lake City, Utah and Forrester Research, Inc. in Cambridge, Massachusetts.

Jillian holds a Bachelor of Science in Accounting from the University of Vermont, Burlington, Vermont and a Master of Business Administration from the University of Utah, Salt Lake City, Utah.​​

The mission of the Western Electricity Coordinating Council (WECC) is to promote and foster a reliable and efficient Bulk Electric System.

Our Vision

WECC will lead the stakeholders in the Western Interconnection to achieve optimal system reliability, be the premier source of unbiased information, and serve as the trusted thought leader for the Western Interconnection.

​The WECC Executive Team is made up of four Vice Presidents and the Chief Executive Officer. Each of the Vice Presidents leads independent, yet collaborative, teams focused on critical functions of the organization. Together, these teams support and promote the reliability of the Bulk Electric System in the Western Interconnection.​​

WECC has a long history of assuring reliability in the West that began when it was originally formed in 1967 by 40 power systems, then known as the Western Systems Coordinating Council (WSCC). Thirty-five years later in 2002, the WSCC became WECC when three regional transmission associations merged. WECC was designated a Regional Entity for the Western Interconnection in 2007 after the North American Electric Reliability Corporation (NERC) delegated some of the authority it had received from the Federal Energy Regulatory Commission (FERC) to create, monitor and enforce reliability standards.

Today, WECC is an independent organization that works with entities across the West to further the common theme of grid reliability. Through its various reliability-related activities, WECC provides critical support to the Reliability Coordinator and the resource owners/operators throughout the Western Interconnection. WECC’s strength and value lie in its ability to consistently leverage the Interconnection-wide perspective in its day-to-day activities, as well as its forward-thinking products and services.​​
