There is a strong interdependence among BAs in the Western Interconnection. BAs must balance generation and load within their own footprint which is part of the Interconnection.
BAs with a small amount of total net interchange may still have a large amount of electricity flowing into and out of their footprints daily, with imports and exports that are roughly equal.
