MIC MEA Work Group Draft Report Available for Review

The MIC MEA has posted a draft of its paper for public review and comment through June 4. Comments and feedback can be submitted to Layne Brown. The final paper will be presented to the MIC at the July Standing Committee meetings.

The draft WECC Regional Delegation Agreement (RDA) is now posted for a 14-day public review and comment period before it is up for approval at the Board meeting on June 17, 2020. It is based on the delegation agreement that was approved by the NERC Board of Trustees on May 14, 2020, but customized to the needs of WECC. All revisions are shown in redline so readers can easily review the document, which can be found here. Following WECC Board approval, the RDA will be approved by the NERC Board and filed with FERC for approval of a five-year term commencing on January 1, 2021. Please submit comments through our online form no later than June 5, 2020.

​The draft 2021 Business Plan and Budget has been posted and is available for stakeholder review and comment until the close of business on Friday, May 15, 2020. An overview document has also been posted and includes a summary of major budget drivers and a reconciliation of changes from the draft posted for the March Finance and Audit Committee meeting.

We value constructive feedback and input from our stakeholders and encourage you to submit comments. Feedback and comments can be submitted via the online form for consideration of the final 2021 budget that will be presented to the Board of Directors for approval at the June meeting.

FERC, NARUC join efforts to help ensure essential services during pandemic​. WECC fully supports FERC and NARUC in this effort and urges governmental authorities at all levels to permit and facilitate the work-related travel of critical electric industry workers. Without electricity, nothing else functions. It is essential to the continued well-being of our society that these workers continue to perform their critical functions.

​Early this morning, the greater Salt Lake City area experienced a 5.7 magnitude earthquake. Although we are not aware of any damage to the WECC headquarters, as a precaution, our landlord has decided to close the building until further notice. All staff are safe and working remotely. Normal business operations continue.

As we continue to navigate the current coronavirus (COVID-19) pandemic, we have determined that additional actions must occur to help protect our employees and stakeholders. In following the latest recommendation from the Centers for Disease Control and Prevention (CDC), we will suspend all in-person meetings, training, and outreach through May 31, 2020. Beginning Monday, March 23, we will require all WECC employees to work from home for an undetermined amount of time. Our ban on all nonessential business travel will remain in place until further notice.

We understand this may pose hardships to our stakeholders. Still, we believe these actions are necessary to ensure the health and safety of our employees, our stakeholders, our communities, and the continued reliability and security of the Western Interconnection.

Future Actions on Behalf of WECC

We will maintain a daily situation awareness about the spread of COVID-19 and future impacts to staff, stakeholders, and the reliability and security of the Western Interconnection. As the situation continues to develop, we may institute other changes and recommendations, which we will post in the Announcements section of wecc.org. We are monitoring the coronavirus (COVID-19) situation closely and following recommendations from the Centers for Disease Control and Prevention (CDC) and the World Health Organization (WHO). To minimize the risk to our staff and stakeholders in the Western Interconnection, and, in response to NERC issuing a Level 2 Alert with increased actions for industry, we are enacting the following actions:

· All nonessential business travel is suspended until further notice.

· All in-person meetings, training, and outreach are suspended through March 31, 2020. We will evaluate meetings weekly.

We understand this may pose certain hardships on our stakeholders, but we believe these actions are necessary to ensure the health and safety of our employees, our stakeholders, our communities, and the continued reliability and security of the Western Interconnection.

NERC is active with the Electricity Subsector Coordinating Council (ESCC)* and participates in joint, biweekly ESCC calls with key government partners (Department of Energy, Department of Homeland Security, Centers for Disease Control and Prevention, and Department of Health and Human Services) in addressing COVID-19. This effort began last week to provide general situational awareness and share best practices. As part of that effort, NERC worked with trade organizations and other entities to help develop and distribute this guidance document designed to support industry leaders in making informed, localized decisions in response to this evolving global health emergency. 

The document -- Assessing and Mitigating the Novel Coronavirus (COVID-19) -- is posted on the ESCC website, the E-ISAC portal and shared with other sectors and government partners. The guide will evolve as additional information and recommended practices are identified.

*Background on the ESCC:  The CEO-led Electricity Subsector Coordinating Council (ESCC) serves as the principal liaison between the federal government and the electric power industry, with the mission of coordinating efforts to prepare for, and respond to, national-level disasters or threats to critical infrastructure. The ESCC focuses on actions and strategies that help protect the energy grid, prevent various threats from disrupting electricity service, and develop capabilities that help the sector quickly respond and recover when major incidents impact the grid.

WECC continues to monitor the coronavirus (COVID-19) situation closely and follow recommendations from the Centers for Disease Control and Prevention (CDC) and the World Health Organization (WHO). To minimize risk to our staff and stakeholders in the Western Interconnection, and in response to NERC issuing a Level 2 Alert with increased actions for industry, WECC has decided to cancel the Reliability and Security Workshop. In place of the event, we will be offering a free, one-day webinar on Tuesday, March 24, and will discuss critical issues and standards scheduled at the March Workshop in Portland.

WECC understands this may pose certain hardships on our stakeholders, but we believe this action is necessary to ensure the health and safety of our employees, our stakeholders, our communities, and the continued reliability and security of the Western Interconnection.

If you registered for the Reliability and Security Workshop scheduled in Portland on March 24–26, 2020, below are resources to assist with the cancelation:

REGISTRATION: WECC will cancel your registration and issue a full refund. This applies to both in-person and webinar registrations.

HOTEL: If you reserved a hotel room, please contact them directly to cancel your reservation. Reminder: you must cancel within 72 hours prior to your arrival date to avoid paying fees.

AIRFARE: Most airlines are offering schedule changes at reduced or no costs in March and April.
